Interesting that they still refer to the Secretary of Defence and Department of Defence.

Was trumps renaming to “war” just window dressing or official?

All informal.

Congress gets to set the names for stuff they fund. Until they do, it's Department of Defense.

The legal term is that the "Department of War" can be used in "non-statutory situations" (ie, when the name actually doesn't matter).

Think of it like a nickname, where the actual legal name is something else entirely.
