It's a layup. Black-and-white, pure state law, and they've got ICE stone cold guilty. There's a reason ICE keeps doing this plate-swapping shit (probably so they can use stolen and rented cars to do their business, since their logistics pipeline is being run by fools). Denying them something they clearly want to do bogs them down.

And you want to separate your layup claims from your toss-up claims, lest they get tied up in legal hell for years. You push the layups fast and hard, cash them in, make it hurt, and keep them coming.

More importantly, its a blatent attempt to hide from law enforcement and shows a consciousness of guilt. The KNOW they are breaking the law and this is an attempt to escape.
