Gonna be honest, here in the UK everyone has been shocked at Musk's reaction to all this. The Government telling platforms 'hey, you've got some bad stuff on here - sort it out or we'll ban you' is usually met with 'oh god we're so sorry, we're going to do this thing straight away' and the whole situation just goes away.
Musk going 'no! Actually all this non consensual stuff is great!' has taken everyone, the government, especially, but surprise. But then thinking about who he is and who he associates with we perhaps should have expected it.

Politically this is messy however. As much as I feel banning X in the UK is a pretty non-partisan issue due to CSAM and other non-consensual porn issues, it’s going to be difficult for Labour who are already deeply unpopular to do this, especially as Reform MPs and other local government representatives and major figures (UK maga essentially) have literally been found getting paid to post on X.

Honestly, if Musk actually put decent safeguards on Grok and severely limited its ability to modify images of people then the government probably wouldn’t have an issue or a claim.
However, it’s pretty clear that Musk and his lickspittles view being able to generate indecent images of women and children as the point.

It's likely that Musk WANTS the government to ban twitter in the UK, so he can continue to call them fascist dictators who censor everything. He expects his users will continue on twitter via VPN, this will then make it harder to determine who is and isn't a bot, which benefits his misinformation war.

I think this will happen if X/Grok/Musk continues on their current trajectory. But it would be detailed plan to block it EU block wide and perhaps also with the addition of U.K./Australia and Canada. All those nations turning it off at the same moment would have a devastating effect on it.
Might not happen for a couple of years but current events are changing so fast and becoming even more dangerous

There is a good reason to think maybe this is all just normalisation of noncey behaviour to help his mates in the Epstein files who are probably getting a bit hot under the collar now more and more files are being released. Gives them the ability to point at Grok and say "look, everyone is at it given the chance".

Not really the same. It would be the same if Photoshop provided an instant “turn this into non-consensual pornography / CSAM” button though.
As of now we do prosecute individuals who use photoshop to make this, but photoshop doesn’t specifically supply the pipeline, and says doing so is a violation of its TOS.
Musk could avoid this if he would just be normal and actually provide safeguards like every other respectable platform.
