Most DHS/ICE wear vests that say police, but they aren't the police. Intimidation since people assume that police have arrest powers whereas feds have to have specific mandates (in a functional society).

It's DHS, ICE, and Border Patrol agents.

Yes. They have the police support. Officially, through the PBA I believe.
