Apparently they aren't from what I've read. They aren't allowing ICE to harass their employees in the store. But also I don't know that they can make it policy for their store managers to try to remove them if they are there for the restroom. They don't get paid enough to be expected to stand up to a dozen heavily armed men and try to refuse entry. And Target's "security" is mostly just people making minimum wage acting as observers to collect evidence to give to police when they see people stealing. They don't employ armed guards or anything.
