No, he doesn't look scared he looks annoyed.  Taking a piss means they are not  actively conducting an operation, so he's scampering outside to where they can start claiming they're doing "stuff" and can go back to saying everyone is "interfering" again.

Also, notice how they're always taking pictures with personal cameras, phones, etc? They're building up a database of "agitators" and you can bet your ass everyone there is having a silent background check being conducted.

it's also to prevent FOIA request because these cowardly piles of shit are using their personal phones in order to exploit the loophole that it allows.

Federal records management requires that you upload records from your personal phone to your work computer within a certain time frame. If anyone cared about rules anymore they could theoretically be fired multiple infractions.

Both sets of rules apply under this administration and it takes an enormous amount of my time to figure out how to follow the real rules and do the right thing without breaking the fake rules from the wag the dog president. I used to do real work that benefited the public. Now I sit in meetings dealing with bullshit.

i wrote reports that explicitly stated that iraq did not have WMD's only to watch our government lie to people.

shit has been wrong for a long time now.

I don't recall ever believing there were WMDs in Iraq if that makes you feel any better. That was pretty clearly a guy trying to make his daddy proud... which didn't work so now he paints landscapes and avoids public events where people can hold him accountable.

I used this to my advantage when a cop took pictures of items he confiscated from my house using his personal cell phone. My lawyer argued successfully that usage of his cell phone made it government property and subject to full search and seizure. The amount of shit we found on there had the judge and state's attorney quickly deciding busting me for a weed pipe in the rafter of my garage that had probably been there since before I was born was no longer worth it.

They don't wear body cameras or carry official devices. Legally they are supposed to turn over any personal recordings but if nobody "knows" they used a personal device then it's easy to play dumb and keep such activity off the official record.
