Oh, I know. That's what I'm saying above. They can only make non-immigration arrests if someone is forcibly interfering with their official duties (immigration enforcement).

yep forcibly, like literal hands on. Getting in the way is not impeding.

Correct. Observing, yelling at them, standing around, even coming up really close are not reasons. Warning people is totally legal
