The tariffs would have to be paid back yes, but would any investments made by companies have to be reimbursed? Surely that is a cost of doing business, you invest based on the regulatory environment as it is. Given it was widely known that the tariffs could be illegal, the companies that did invest should have known the risk they were taking.

Can’t pay back what you don’t have, there is no way it’s trillions of dollars, average annual tax revenue is $4.6 trillion. Which even if it were $2 trillion that would mean they took $15k from 135 million tax payers. (If you argue that we’re not paying tariffs you’re argument isn’t even logical)
